The Special Representative of the Secretary-General in the Democratic Republic of the Congo, Bintou Keita, today (30 Sep) said “peace in the Democratic Republic of the Congo is still mostly a promise,” and “will not last if the underlying drivers of conflict are not addressed.”

Presenting the Secretary-General’s latest report, Keita told the Security Council in New York that “there are discrepancies between the progress we see on paper and the reality we observe on the ground which continues to be marred with violence.”

She stated that the key provisions of Security Council resolution 2773 “remain largely unimplemented,” and despite the Council’s requests, the AFC/M23 armed group has “continued to pursue a logic of territorial expansion and consolidation.”

This and other issues, Keita said, underscore “the persisting gap between the decisions of this Council and the realities on the ground.”

She called upon the Council “to bring about a permanent ceasefire and a durable peace agreement that will establish stability in eastern DRC,” adding that “only then, will commitments be translated into meaningful progress for the people.”

Keita stressed that “illegal mining, looting of natural resources and illicit financial flows continue to fuel violence,” and said, “these activities must be stopped.”

Rwandan ambassador Karoli Martin Ngoga told the Council that the Democratic Forces for the Liberation of Rwanda (FDLR) “is assisted by the DRC government,” while the UN Stabilization Mission in the country, known as MONUSCO “cooperates with the DRC government, DRC army, knowing FDLR is within DRC army.”

Ngoga said, “which standard is that? that there is a formal military cooperation between a UN force and the government force that has a genocide force within it, as long as they are not kept in the same units. Formally that is the position of MONUSCO. What does complicity mean if that is not complicity?”

For his part, the DRC ambassador Zenon Ngay Mukongo said Rwanda “invaded the territory of the Democratic Republic of the Congo. They have their troops on the territory of the DRC. Speaking directly at the Rwandan Ambassador Mukongo said, “you who are on the territory of another country, you dare to speak of hate rhetoric? You're afraid of the hate rhetoric while you're massacring the population of another country on its territory? Even MONUSCO has suffered loss of lives caused by Rwanda.”

On 27 June, the DRC and Rwanda signed the Washington Agreement and a declaration of principle between the Congolese Government and the AFC/M23 rebel group was signed in in Doha the following month.

The DRC has long accused Rwanda of supporting the M23 and the developments came in the wake of a deadly offensive in the eastern provinces of North Kivu and South Kivu, launched late last year, with the rebels capturing key cities and villages, including provincial capitals Goma and Bukavu.

Since June, MONUSCO has recorded some 1,087 civilians killed during violence in Ituri and North Kivu,

Resolution 2773 (2025) called for an immediate and unconditional cessation of hostilities.
