9. SOUNDBITE (English) Ambassador Maria Cristina Perceval, President of the Security Council and Permanent Representative of Argentina to the United Nations:
“They reiterated their demand to M23 and other armed groups including FDLR to cease immediately all forms of violence and that their members immediately and permanently disband and lay down their arms. In this regard, they reiterated their readiness to adopt additional targeted sanctions against those acting in violation of the sanctions regime and the arms embargo. The Members of the Security Council also expressed concern at reports of repeated mortar shells and bombs from DRC territory landing in Rwandan territory, and called for a thorough investigation into the sources of these shells and bombs by the Expanded Joint Verification Mechanism (EJVM).”

Secretary-General Ban Ki-moon today condemned the latest bout of violence in the eastern Democratic Republic of the Congo (DRC) and called on all parties to engage in the political process that aims to address the causes of the conflict.

He called on all regional actors concerned to exercise utmost restraint and refrain from any acts or statements that could lead to a further deterioration of the situation.

On Thursday (29 August) the Security Council issued a statement calling on the M23 rebels and the Democratic Forces for the Liberation of Rwanda (FDLR), among other rebel groups, to "immediately and permanently disband and lay down their arms" and praised the active steps taken by the UN Mission in the DRC (MONUSCO) to implement its mandate, in particular the protection of civilians, and encouraged the continuation of these efforts.

Meanwhile, the UN Mission in the Democratic Republic of the Congo said today that the Congolese Armed Forces are pursuing their operations to clear the Kibati Heights, north of Goma, supported by UN peacekeepers.

The UN Mission also said that M23, under pressure from the Congolese Armed Forces, has vacated Kibati Village and part of Kibati Heights but that they continue to shell civilian areas.
